What's the background for this fabric? Is it a waterproof glue?

PU coated on the outside? Curious about the durability. Cost?

Is it the same as used by SS for their plateframe?

I don't know the reason for its creation or if the glue is waterproof.  The fabric is offered as, "water resistant," and, can be "utilized in... waterproof bags..."

PU coated on the outside? Curious about the durability. Cost?

Yes.  PU coated on both sides.  No idea about durability.  Cost is on par with 35oz HANK.

Is it the same as used by SS for their plateframe?

I won't speculate on materials used by another manufacturer.
