If you are looking for someone new or someone else, I'd pay the $19 and look up all the factories to see if any of them have done anything like what you're looking for. Personally I think I would just stick with companies that already do military stuff, simply because they probably already have most of the materials and hardware that you need. Others would have source these and it would be an additional cost to you and they might even get the wrong stuff..
